In order to control air pollution, maintain the public health and increase the quality of life, EPA regulated the major stationary source should setup the CEMS (continuous emission monitoring system) on the basis of No. 22, clean air act sine October, 1993. The EPA gradually established the performance standard of hardware and software, on-line and QA/QC standard and announced the second major stationary source list on July 17, 1992. Owing to the existed CEMS applied the SCO Open Server 5 operation system and the ORACLE 7 database systems, this system needed well experienced experts to perform related maintenance jobs. On the basis of the request of Ilan EPB in this year, the CEMS system was revised as a WINDOWS BASE system and became more popular and easy to maintain.
